That's heavily dependent on how the reaction in local government and population is. For now it's just an outbreak in a big factory. But the workers have family, did shopping, went to hair salons, doctors, etc etc. With careful quarantine and tracing, it will be contained fast.

R becomes less meaningful the fewer people who have it. If 1 person has it and R is 1 then they are likely to pass it on to 1 person. If R in Germany is 1 and 200 get it each day they may pass it to 200 more ... U.K. if 1500 get it each day they pass it to 1500.... and...
