This exactly how they want it - if Labour succeed it's down to Carwyn, if Carwyn fails it's down to the Tories. Anything that seems like too much work - block it being devolved. And they totally get away with it because Labour voters will vote Labour no matter what.

It's why the word 'poverty' has disappeared from Welsh Government's policy lexicon. They lack the levers to fundamentally tackle it so rather than acquire the levers they airbrush instead
