I still keep seeing the "lowest voter turnout in 20 years" line but others saying voter turnout wasn't that low. What's the real?

it wasn't that low. Discrepancy is because some are using current vote counts but we know millions of votes remain uncounted

It may be the difference between rates and raw numbers. Total votes vs Percentage eligible. But I haven't done the research

point in time - people comparing final numbers '12 to currently counted '16 numbers, which keeps going up.
