I expect to read an in-depth story on this particular parolee, and the results of Chesa’s broader “restorative justice” programs, in this Sunday’s SF Chronicle. There has been shockingly little coverage of Chesa emptying the jails and not charging repeat offenders.

In November, Troy McAlister was arrested for auto burglary, possessing burglary tools and violating the terms of parole. On Dec. 20, he was arrested on suspicion of car theft and possessing stolen property, methamphetamine, burglary tools and drug paraphernalia.
