The common thread among road carnage is motorists. Should probably focus as much effort on making motorists safer for all. More pre and post education, mandatory motoring helmets, enforcement, lowered speed limits and more. Motoring is a privilege, walking is a right.

The solution rests with drivers, many of whom are accidents waiting to happen regardless of how pedestrians dress or behave.

Wait... You're telling pedestrians to go above and beyond the law, to the extent that you're instructing them to put on a reflective vest when crossing the street. Then you tell drivers to *follow the law*? Who do you think is causing these collisions?

As a very wise city planner once said: One of the things that drivers strike most are lamp posts, and they are both stationary and well lit. Trying to shift that blame onto pedestrians is irresponsible and unbecoming of your office.

Maybe more driver education would make the streets safer; look left and right before you turn; come to full stop at stop signs and stop lights; wait for a pedestrian to leave the crosswalk before continuing. all basic laws that drivers seem to fail at.
