it's very common in codebases lacking tests. Unfortunately emulators have proven to be quite hard to properly test automatically.

Some parts have annoyingly high fanout of interactions with other parts of the system, but not insurmountable.

Does appear that perf restricts design choices that enhance testability.

yeah, I think you pretty much hit the reasons. Can't put as much hooks for testing because compilers suck :(

and then the most tricky issues are stuff like timing and inter-component synchronization, which is Hard™ to test.
