Anti-abuse can be counter-intuitive if you've never worked in that problem space. There are no absolute solutions, it's a constant cat and mouse game where services all try to make abuse more expansive than what abusers can charge for it.

So no, of course that won't stop the bots. But if you can make 1M bots become 10K bots, as it turns out, that's extremely valuable. And even more importantly, if you can make 10K bad actors become 100 bad actors, that means you can more accurately target badness.

On the other side of the problem, wtf do you think people can target from your *phone number*? Especially compared to how much your interests are represented in your view history itself... for obvious reasons, since that's why you come to YouTube.
