I agree in principle. but I'm doubtful about the implementation. So far lawmakers have proven to be completely inept at figuring out what and how to regulate, and I'd say the impact of the regulation I've seen in the EU has mostly been negative as a consumer (GDPR++ though)

I think that problem largely is 2-fold though: 1. Lawmakers naturally try to skew along the middle ground of whatever will make the fewest people angry, and 2. Lawmakers do not understand the technology they attempt to regulate at all.

2 is "easy" to solve; we need more engineers/scientists/technologists in general as politicians who can help to build good tech legislation. 1 is, afaict, pretty much unsolvable without major civilian outcry
