I think you mean "right when they're being forced by EU law to do it for EU citizens". The way you worded it reads like it's just for good PR or something.

Well yes: GDPR basically says they have no business sharing your personal information since it's not needed for operation of the service. Some (aka. US companies) disagree. See eg https://www.theregister.co.uk/2018/05/29/whois_icann_lawsuit/ …
