Fair points, candidates and campaigns face unique challenges towards reaching young people who aren't voters, including voter file and campus access. In meantime, at minimum we should expect IHEs to register all students to vote. Increases will result, forming a new baseline.
My point is barriers are both mechanical & attitudinal, and unless candidates engage, the good work down on campuses will not be fully realized.
