But why? Is this the reason? "the only architecture that didn't see substantial work after the call to get things working with the external toolchain." And can I see details of the call?

It was announced half a year ago, and every other platform had people jump on to move things away from GCC. See: https://lists.freebsd.org/pipermail/freebsd-arch/2019-August/019674.html … It might also be worth noting that Fujitsu, that was supposed to unveil a SPARC64 based TOP500 competitor, has instead announced a ARM TOP500?

Up until 12-STABLE is EOL, if Fujitsu, the only producer of SPARC64 CPUs, announces a new SPARC64 CPU and someone steps up to move SPARC64 away from GCC, this change can presumably be reverted.

Also note that the proposal allows for SPARC64 to use a newer external toolchain, but that didn't happen either. I'm sad, I think SPARC64 is a nice platform that, while it speculatively executes more than I'd like, has some great things about - but there's a time for everything.
