No, they stopped making arrests in SF for things that wouldn't get prosecuted. e.g. theft under $900, etc. If you ask my Safeway downstairs, the short term effects of the policy have been negative. But long term tbd

It reclassified some felonies as misdemeanors, but SF also has a DA that doesn't like to prosecute many kinds of misdemeanors (and he makes some good points). The misdemeanor/felony delineation was how arrest priority was being assigned, that priority needs to change.
