        Progressive Dems have two years to explain why paygo is a bad idea; this won't matter much unless there's a Dem in the WH in 2021. Remember, Pelosi needs a 2/3 vote of the caucus in 2021 to stay as leader, so there will be a little leverage.

        Well, there's also this, preceding the paygo rule: "Removing Supermajority Vote. Subsection (dd) removes the requirement that the House agree by at least a 3/5 supermajority in order to raise revenue through additional Federal income taxes."

        I gather Dems against PayGo will have to vote against the whole rules package now if they want to get PayGo removed. Any reason they shouldn’t do this?

        Paygo as a policy isn't going to matter much in 19-20, there are other advances in the rules, and in two years progressives can use leverage over Pelosi to get it out.

        m4a wouldn't cost anything, but expanded social security is an emergency. Some people get under $400 a month.

        The Democrats are preferable to the GOP in the same way a punch to the gut is better than a kick in the balls. However, this sort of thing doesn't make me want to line up to pull the "Get punched in the Gut" lever. I feel like I'm being held hostage.
