That exactly right. Because a minimum other than zero puts barriers for getting into the job market. If someone won't hire you with your particular skill set (or lack of) at $15/hr minimum wage, then your wage is $0 because you are unemployed.

When in reality, it would be better for you to be hired at a lower wage so you can get at least get employed,get on the job experience and move up to $15 or higher much faster.
