The Chinese probably see pets as livestock, so it wouldn't make much of a difference.

The semantics mean nothing. When they get hungry again they'll just make sure they can plausibly deny they eat pets.

Yes but are the pets in constant "tryout" mode? Today's underwhelming companion is tomorrow's dinner. Either way - China is still pushing disease prone "wet markets" which were the sources of SARS and China/COVID-19.
