State rights, and they decided to spend the money elsewhere an assume the feds would have what they needed in the fed stockpile. However too many governors did this. War is different the constitution give the authority to the feds.

Looks like Govinslee has his head buried in wet sand! There is no way people in Presidio or Loving Counties, Texas (4,300 of them) should have the same restrictions as the residents of NYC or DC. The Fed Government is making suggestions to members of the Republic! That’s best!

Comparing apples & oranges. Shows how little Inslee knows about Fed & State responsibilities. Fed government responsible for defending the (whole) country so obviously they build battleships. States are responsible for making sure they can handle issues affecting their states.

As he is well aware there is a plan. It is called an emergency response plan. Hospitals have these in conjunction with municipality, county, state and then federal. He seems to have missed a few steps there. It is not just a federal issue.
