This was always going to be problematic. Rather than cancel the nominal student loan amount, disperse a specific monthly amount to all citizens. For those in debt, this is effectively a cancelation given that they can use these funds to pay down the total.

My question is what about future graduates? Do they just accrue debt while also bearing the trickle-down costs of the taxes to wipe out debt of those before them?

When you tax corporations or the wealthy or whomever the effects and costs of those taxes are swiftly passed down the food chain? What happens when you raise property taxes? Rents go up. Student debt amts to $5k per person in US, expect to feel the pinch.
