The impeachment inquiry hasn't begun. Not without a full House, floor vote.
What does Article I, Section 2, say? "The House shall have the sole Power of Impeachment." @SpeakerPelosi is not the House. The Democrats are not the House. What about the Republican side of the House?

FYI, an inquiry is not impeachment. You are correct that impeachment requires a vote. An investigation, however, does not (even if they've voted in past impeachments). The Dems have the votes for an inquiry, however, so we'll see what they do when Congress comes back from recess.
