It will reduce poverty somewhat, and it will stimulate the economy somewhat, but it's so inefficient at putting money into people's hands, a far more efficient and effective policy would be to simply put money directly into everyone's hands. When I apply for a credit card or loan, I have to show proof I can pay for it. That's how it works. If you can afford it, you get it. If you can't, you don't. The same should apply to gov't. If these people can't prove they can pay for it, then they don't get it. Period.
