        De-escalation training should be mandatory. But at the end of the day, any police force needs to feel support at their backs to function at their best.

        Probably better done county by county, PD and agency by PD and agency. Start by not shooting until the guy is dead. Better mental services, probation, community work, education, social work. These are local problems, with local solutions that make big change when joined together
