Back in Dec or so, Trump stated he wanted to pullout of Syria. Nancy Pelosi complained. Yet, she has the power, as Speaker of the House, to declare a real war. But no, of course not. Congress would only act if the enemy reaches the gates of Wichita Kansas. Too slow.
