Responsible utility companies are hardening their systems. Many of the big companies are not spending the money. They are paying big salaries and stockholder dividends instead. Systems like PG&E and Puerto Rico don't seem to mind if their customers are without power.

Seems there should be regulated minimum standards that ought be enforced for utility companies, that would mitigate various type of attacks by hardening their infrastructure. This is one of those areas where reasonable Gov't regulation is beyond necessary.
