Australia has national health care and has retained private health cover at reasonable costs for those who prefer to have choice of doctor, hospital etc . . & there is no obesity regulation! Payment is via a <2% levy on salaries above a certain level. Works surprisingly well.

Nations with small populations in comparison with the population of the USA can manage socialized medicine, though even smaller nations such as UK/Canada, Sweden, are known to not be able to provide the care needed, necessary for most, just questionably-adequate for all

It would reform agriculture, water treatment and food production to ensure all is organic and healthy. There'd be a need to remove toxins from water, land, air etc... to make population healthy and reduce health care costs.
