So long as they aren't just kicking folks off welfare to improve the metric values, then this is a superior measurement. Isn't this the goal, to help people get back on their feet?

When Rudy Guliani became Mayor of NYC, he found that Koch had been paying welfare workers bonuses for the number of people they enrolled. Guliani, flipped that and started paying bonuses to the workers who found people jobs. Welfare costs went down. Tax revenues went up.
