This is misleading as she directly blamed President Trump. Much more interesting than her noncensure of @RepMaxineWaters is the reaction her tepid statement drew from her base. Clearly Democrats much more closely identify with Waters than Pelosi. The midterms are going to be fun

It looks to me like Pelosi was blaming Trump in order to justify Maxine Waters' call for the physical intimidation of government officials. Democrats are dodging responsibility for whatever violence may come next.
