This study is also interesting methodologically. It is one of the first secondary studies, at least for us, where we didn't directly query publishers' DBs, but rather we started from a set of targeted venues and then used for analyzing all of their volumes/proceedings

The ‘Problematic Paper Screener’ flagged 10,910 papers with tortured phrases that were cited 47k times. Other detectors of nonsensical papers are available. For instance, Seek&Blastn flagged 791 papers cited 23k times. More here irit.fr/~Guillaume.Cab

In practice CCby often means your data cannot be reused at scale so you will not get cited while CC0 means your data can be reused at scale and you will get cited (the latter is good scientific practice anyway, and should not need a license clause)

Yes! I have a command line script that takes any CS paper title and turns it into clean Bibtex via DBLP. I can cite papers super fast. I'm not sure how I would hit deadlines without it.
