How are these latest youtube changes supposed to stop their top creators from monetizing bad content? Literally makes no sense.

Just find it so hard to believe that @TeamYouTube can't possibly come up with a good solution to this. Instead of punishing the real bad actors they just punish the small guys? Basically going to be the death of the platform for new creators.
