The tenure process does not ask for citation counts, it asks for impact. Of course, quite a few colleagues missed the memo and equate the two. A lot of others see publication as the sole and main goal of their existence. Very sad.

We carry around giant, complex, nuanced, and wonderful neural networks to handle subjective, ad-hoc judgments.

True, but quantifying and aggregating those judgments makes the system more explicitly game-able via all the social games that the DNNs in our head were selected for. (In other words, that's how we originally got good-old-boys networks in charge of large swaths of academia.)
