That is very thin evidence. I am almost hesitant to call it ‘evidence’ of anything, other than there is a virology research center in Wuhan (it might even help to have it so close to the outbreak!)
Interesting speculation from Dany Shoham that the novel Coronavirus could be related to the supposed Chinese bioweapons program. If China hadn't been publicly accused of having a biological warfare program with Wuhan as a key lab before this, it wouldn't be worth mentioning. Because the allegation is out there, I thought it was worth at least noting the coincidence.
