I am having trouble wrapping my head around the last two. Don't the citizens need 4 and 5 to stand against oppressive governments? Will not the police and the military still have numbers 4 and 5. How are those people more justified than a citizen in possessing those?

The police and military already have many things we doing like Predator drones, tanks, explosives and a total police state via the patriot act.
