There is plenty of funding. Don’t try the crap you pull on every one else. I taught special ed in high school for years. Emotional disabilities is my area of experience. Don’t try to blame funding for numbers that don’t fit your narrative.

Why distract from really what happened? Did you see any bullying of Cruz and if so did you start a movement to stop it? The Kids died because of failed FBI and the Sheriff. Blood is on their hands and those that bullied him. Where's the movement against the FBI etc? Fact!
