Criminals don't obey laws so why have any. You think because there will always be rapists, drunk drivers and pedophiles we shouldn't have laws against those things? Do they happen more because of the laws?

If your theory is correct,then neighboring states to Illinois would have high crime rates as well as Illnois,but that is not the case,they have low crime rates with guns. Vermont n I think it could be new Hampshire have extremely laxed gun laws,yet extremely low crimes with guns.
