You have to be registered to vote first. If your state has "open primaries," you don't have to declare yourself as Rep, Dem, or Ind but do have to choose one primary to vote in. If your state has "closed primaries," you have to join one of the parties and can only vote in 1/
. . . that primary. In the general election, like in November 2018, you don't have to be part of any party. Your ballot shows candidates from all parties and you choose from all. You can still vote in the general November elections even if you didn't vote in the primary.

Thank you for pointing that out. With elections like the one in Virginia tied decided by a random draw just one vote makes a big difference.
