When Robert Mueller indicted GRU hackers in 2018, the Russian defense (aside from no extradition treaty) was that operatives can’t be arrested for ACTS OF WAR. In Putin’s world, Russia officially declared cyber war against the US in 2015. Why does no one talk about this as war?
