For example: The shooter at my high school had white nationalist propaganda on his phone from the kkk and other groups plus the search history on his phone clearly shows it was a premeditated attack to kill and scare as many people as possible.

We had laws governing hare crimes and only added laws to include terrorists after 911 that are used to disproportionately charge foreigners as terrorists, but our own citizens fall back under the old hate crime laws. This is why some are described differently.

BRILLIANT! You might actually be stumbling onto the truth here. If you can be connected to an international terror group, you get charged with international terrorism. Congress hasn't passed a law for charging associations with domestic terrorists. Maybe you should work on that
