Two things I learned about guns. They are always loaded (even when they aren't.) And don't point a gun at anything you aren't prepared to kill.

Not true. CPSA excludes govt recall from products that lie under another federal agencies jurisdiction ex: food falls under Food-Drug Admin so only Food-Drug Admin can recall but food companies are still liable for injury or death due to contaminated product.
