I didn't know "withheld" meant "were desperately poor and didn't have access to resources that could allow them to safely travel from a country in which they faced constant violence"

It is so sad; however, she died a few hours after being taken into custody. This means She was already sick and dehydrated. Doesn’t the father bear any responsibility for putting her in this predicament?

Are you serious David? This young girl died from illness that was a result of days without food or water. 8 hours after border patrols took her in, she started having seizures, after which she was rushed to the nearest hospital for immediate treatment.
