A 90% tax on ammo sales would have a "chilling effect" on an exercise of rights (you admit so with "reduce sales"). USSC has ruled that gov't policies that produce x"chilling effect" ARE infringement and violation of rights.

Yes - research Scandinavia and Germany who have high rates of gun ownership and low rates of gun violence. You do realize than even with gun regulation you can still have gun ownership, right?
