The craziest thing is that even if young people vote 1/4 of the time and not 1/5 we win because overall voter turnout is so low in nonpresidential midterms.

How about canvassing college campuses with absentee ballot applications? Have students fill them out on site and have volunteers hand deliver them to county offices. Cost is time of volunteers and paper/pens. Students are then mailed a ballot, they fill them out, and mail back.
