The problem with the argument that "the president can't do anything without Congress" is that it's now become archaic. Congress has abrogated its responsibilities in so many ways and now the Executive has power to regulate by fiat because of the size of the bureaucratic state.

I was comforted during the Obama presidency by the idea that his power would be in check, but then he fired up the "pen and phone" strategy and Congress couldn't do damn near anything about it. Sanders can and will operate by pen and phone and it will do a lot of damage.
