tell me your use case for this specialised requirement and I'll be able to answer. (there are many existing distributed p2p networks that don't use blockchains, so you're going to need to be specific and unambiguous as to the use case you have in mind)

A distributed ledger for monetary transactions without central authority would be the use case.

good question! you COULD use a blockchain for this, but I predict that if you started it in (say) 2009 it would recentralise by 2013, and one actor would have 51% control by mid-2014
