Mr. Frum, isn't that the point? The cities always get bigger and bigger with more immigrants and job-seekers. If those cities represent everything, imagine the flurry of laws passed. Conservatives are meant to simply preserve status quo for stability and slowing law proposals.

Yeah, but DC would have the 3rd smallest population, making the potential problem worse. The senate is fundamentally undemocratic. That needs to end.
