Seems like the most-cost-effective approach – the one many of the top communities out there, like the Salesforce Trailblazer community, Atlassian, and others have used.

Building a grass-roots tidal surge ALWAYS starts at the bottom and evolves upwards. No amount of marketing or economic development effort can own it. They can playa role, of course, but nothing will replace passionate boots-on-the-ground. Look at Atlanta a decade ago.
