Juvenile records, indeed all criminal records, rarely admissible in court. And seeing as how these charges are themselves political posturing by elected DA, it is a political issue. When DA is elected, there are political dimensions to all charge/no charge decisions.

The victims records will not come into play because there was no way for KR to know they were criminals when he shot them. His record would come into play in sentencing, mostly if he has a violent history. I suspect he doesn't.

I never said anyone's record is relevant from a legal standpoint. What is relevant is who initiated aggression, and who pursued whom.
