    Yesterday I watched a feral cat stalk & kill this Dark-eyed Junco before I could intervene. Research on the “ordinary extraordinary junco” has helped us understand avian evolution,behavior, physiology, & migration. Even well-fed, sterilized cats kill. They do not belong outside.

    As a former federal attorney who was responsible for NEPA paperwork, there is no reason not to have NEPA. It doesn’t stop the gov’t from acting, it just makes them consider alternatives and impacts.
