What happens if "Yes" wins on Question 9, but "None" wins on Question 10?

The person with the most votes there wins. So somone could theoretically become governor with a tiny portion of the vote. “None” isn’t an operative option.

*This* is particularly silly to me, cause if the Nones "win" along with a "Yes" win, then there should be an actual election to replace the Governor; it shouldn't just automatically go to someone who didn't win the support of most of the voters!
