Problem with this: States can rig the process through redistricting. Had Pennsylvania assigned electoral votes by congressional district in 2012, Obama would have won the popular vote but Romney would have gotten more electors. https://twitter.com/TPCarney/status/1308095631395885057 …

Rs dont really need to eliminate the FB to get what they want- tax cuts. Ds need it to get everything they want.

ya, the gerrymandering is a real problem for that approach. Would simply need to make elector allocation proportional to the popular vote in a state to avoid all kinds of horrible incentives

Also weirdly discriminates against smallish states with even numbers of CDs. (NH is always tied 2-2 now!)

I think The National Popular Vote Interstate Compact is a decent solution, might help if it had a better name.

The proportional version of this would also prob require a much larger House to smooth out the distribution between states & make meaningful proportions possible

Not CD wise but proportionally .. you are right CD wise would mean more hyper partisan gerrymandering

Ideally, it would also need an expansion of House seats to satisfy the Wyoming Rule, which should be on the table anyway.
