ya, the gerrymandering is a real problem for that approach. Would simply need to make elector allocation proportional to the popular vote in a state to avoid all kinds of horrible incentives

Also weirdly discriminates against smallish states with even numbers of CDs. (NH is always tied 2-2 now!)

I think The National Popular Vote Interstate Compact is a decent solution, might help if it had a better name.

The proportional version of this would also prob require a much larger House to smooth out the distribution between states & make meaningful proportions possible
