Congress would be happy to restrict presidential powers to increase their own if they could get a President who would sign the bills.

If "executive power use" is a concern, then the locks need to be installed by Congress. They've ceded too much power to the president since 9/11. No president should be "inclined" to do anything. They should be "restrained." Legally.

His point is that Biden may support that imposed restraint, Sanders and Warren may resist so that they can do their thing. I'm not sure I agree with him but certainly Sanders has indicated reliance on executive action.
