Why don't they talk about training miners to work building roads and fixing bridges and other related jobs where mining skills easily translate?

Tie this type of retraining to an infrastructure bill. Many top programmers that I know, some of the very best, are terrible at using tools other than maybe a screwdriver or hex wrench for opening a server and changing memory. We don't want them operating heavy machinery!
