Keep in mind, Biden's currently only in the teens in Iowa, in third place. He's been on the air a ton. Dem voters there are not clear on why he's running, except to beat Trump, and it's not been great for him. Buttigieg's messaging has been more effective.

"Trump's bad" didn't work in 2016, because too many people assumed he did not have a chance anyway. So, they cast a protest vote, or to diminish Clinton mandate, or they didn't vote at all. Everything that made Trump look worse improved his chance of winning.
